Click Here to access the survey ![]() Community pharmacy contractors are now able to access the Quality Payments online declaration portal on the NHS Business Services Authority (NHS BSA) website. The portal, which opened at 9am Yesterday (Monday 10th April) will remain open until Friday 12th May 2017 11.59pm for contractors to complete their declarations. Although the first review date is not until Friday 28th April 2017, contractors can start adding data and will be able to re-enter the portal to add information at a later date before the portal closes. However, contractors must remember to re-enter the portal and submit the declaration before Friday 12th May 2017 11.59pm otherwise they will not be entitled to a Quality Payment. Once a contractor has submitted their online declaration it cannot then be altered. It is, therefore, imperative that contractors check their declaration thoroughly before submitting their declaration on the website. Once the declaration has been submitted the contractor will receive an email from NHS BSA confirming that the declaration has been successfully submitted and confirming the details that have been declared. This email should be retained by the pharmacy as proof that the declaration was submitted and the date of submission. The email will show how contractors have responded to each of the gateway and quality criteria. FAQs Q. The declaration portal opens on Monday 10th April 2017 which is before the first review point (Friday 28th April 2017). Can I submit my declaration on the NHS BSA website for a Quality Payment before the review date? Contractors can access the NHS BSA portal to make their declaration before the review point and it would be up to the contractor to decide if it is appropriate to submit their declaration before the review point. Contractors can start adding data and will be able to re-enter the portal to add information at a later date before the portal closes; however, contractors must remember to re-enter the portal and submit the declaration before Friday 12th May 2017 11.59pm otherwise they will not be entitled to a Quality Payment. Contractors can also submit their declaration before the review point, if they know they will definitely meet the criteria they are claiming for before the review date. Contractors are, however, reminded that once their declaration has been submitted, it cannot then be altered. It is therefore imperative that contractors are satisfied that the information they submit is correct. Q. Do I need to submit evidence to the NHS BSA to show that I have met the gateway and quality criteria when I submit my declaration? No. Evidence does not need to be submitted during the declaration process. However, contractors’ declarations of compliance with the gateway and quality criteria may be subject to spot checks by NHS England or NHS BSA as part of their usual monitoring process for the Community Pharmacy Contractual Framework (the ‘contract’). Q. Is it compulsory to complete the Quality Payments Scheme evaluation questions when completing the declaration on the NHS BSA website? No, but NHS England is encouraging all contractors to complete the evaluation questions to support future developments in payments for quality. Q. If I submit the declaration in error, part way through completing it, can I resubmit it? No. It is not possible to resubmit the declaration, even if it was submitted in error. As part of the Quality Payments Scheme Contractors need to upload their Community Pharmacy Patient Questionnaire to the NHS Choices website.
The upload of the questionnaire needs to be done in a specific manner. Documents from NHS England and NHS Choices detail the process however we become aware that on Page 21 the NHS Document (following the process) then tells you to use the heading CPPQ instead of Community Pharmacy Questionaire 2016/17. This is contradictory to what is mentioned in the the process. We have clarified with NHS England that this paragraph at the bottom of page 21 is incorrect and that you need to follow the process as detailed above it or in the NHS Choices document For absolute clarity the file name needs to be CPPQ.pdf and the heading is Community Pharmacy Questionaire 2016/17. South Tyneside CCG have asked us to distribute the following posters for you to use. Hard copies are being distributed to pharmacies however you may wish to use these electronic versions to print or for use on pharmacy screens.

This indicator is one of the more complicated indicators and is likely to take more time to achieve. The LPC has considered this QP Indicator and working with our partners in the Council have clarified the criteria for pharmacies in our area. You may recall that our area was a pathfinder for Healthy Living Pharmacy and as such several pharmacies have been operating as Health Living Pharmacies already. The Guidance for QP covers 3 types of pharmacy. 1. Those who will be accrediting for the first time, 2. Those who were accredited between 2014 and 2017. 3. Those who were accredited prior to 2014. Many of the pharmacies in Gateshead and South Tyneside would fall in to the third category. Below is a reproduction of NHS Guidance document to help you understand what you need to do. The LPC are putting on an engagement event to discuss the Healthy Living Pharmacy concept and how to achieve Level 1 status including the training required. The event will be held at the Quality Hotel on Tues 13th June 2017. You can book on to the event by clicking here. As part of the Quality Payments Scheme Contractors need to check their DOS (Directory of Service) Entry at 111 is up to date. There is now a DOS Checker in place to help Pharmacies. Please read the following information to ensure you complete this element of the QP. The DoS checker has been created to assist community pharmacy contractors in meeting the DoS quality criterion, which requires, on the day of the review, that a pharmacy's NHS 111 DoS entry is up to date.

Local NHS 111 DoS Leads are developing systems locally to improve how updates to the DoS are made. Local DoS leads will communicate with contractors separately about this after the declaration period for the April review point closes. Please find below an update on several issues regarding the Quality Payments. Pharmoutcomes There is a Pharmoutcomes Module available for contractors to use. This is accessed in a slightly different way to other modules. It is located by clicking the Assessment menu tab at the top of the pharmoutcomes screen. This module allows your pharmacy to record its progress towards the achievement of both the Gateway Criteria and the Quality Criterion. Its very easy to use and also contains links to resources and information for each of the criteria. The LPC would encourage pharmacies to make use of this resource. One of the advantages of contractors using the pHarmouctocmes module will be that LPC's will be able to see collectively which areas are complete and which are not. This will help us to target further support in the area. PSNC Webinar On 16 March at 7.30pm PSNC will be hosting a Quality Payments Webinar. The webinar will provide you with a comprehensive update on the Quality Payments Scheme with all the latest information available from NHS England. Checklist Following our quality payments event last month the LPC agreed to send out an updated Quality Payment Checklist to help simplfy the requirements and deadlines required. This checklist can be downloaded from our website or by clicking here. NHS Choices Please note that the NHS Choices system has changed some of its templates. Some pharmacies who have updated their NHS Choices profiles early on after the announcement of the QP have noticed that their profiles have been partially wiped and repalced with a template that needs filling in. The template is quite easy to use so contractors need not worry about this however we would advise you to double check your NHS Choices entry again prior to submitted your decalrtion to ensure it is up to date. NPA Resources - The NPA have contacted us to offer contractors some support towards the QP. These resources are open to all contractors (regardless of being a member of the NPA or not). Message from NPA Quality payments scheme – NPA resources Part of claiming quality payments requires the production of an annual written patient safety report. The NPA Pharmacy Services team has produced resources as described below to help NPA members meet this patient safety report quality criterion. The resources comprise:
To meet the patient safety annual report criterion, on either the April or November review date, a written patient safety report must be available for inspection at your pharmacy. This criterion is worth a minimum of £1,280 and can only be claimed once. The written report has to demonstrate evidence of:
Medication Safety Officer As Medication Safety Officer (MSO) for all community pharmacies in England with fewer than 50 branches, I would also like to remind your contractors of the patient safety resources available to them from the NPA. These include the NPA Incident Report form, guidance documents, drug and device alerts and my MSO quarterly reports which are available on the Patient Safety (MSO) page of the NPA website. The online NPA Incident Report Form can be used by any pharmacy contractor in England with fewer than 50 branches and not just NPA members to report dispensing errors – reports can be printed off, or emailed to contractors to keep as a pharmacy record. Pharmacies using the NPA Patient Safety Incident report form should keep copies of forms submitted as these will contain evidence of the analysis, learning and action taken, which can be used in the annual patient safety report. The NPA MSO Quarterly reports provide a summary of errors reported to the NPA, and include top tips to prevent such errors occurring in the future. These will be useful for contractors when compiling their annual patient safety report. The online Incident Report Form and the MSO quarterly reports are open-access, so contractors do not need to be NPA members to use them.
