The LPC have met with the CCG in Gateshead and understand that Gateshead GP practices are now very keen to engage with GPCPCS, and as a consequence contractors are advised to re-familiarise themselves with the referral process and keep an eye out on Pharmoutcomes for referrals.
There is a TITO (time in -time out) event for GP practices in Gateshead next week, at which a Gateshead Pharmacist will present along with a Practice Manager who has had some experience with the service in another area. This will be followed by brief training for care navigators and we expect referrals to start shortly after that. This is good news for Gateshead contractors, and very much welcomed by the LPC as it will lead to improved service for the patients of Gateshead. Many of you will have already done this however this is a small reminder that the DSP Toolkit needs to be submitted before midnight tonight. Please double check that you have submitted it. The original deadline was extended from 31st March to 30th June.

When the coronavirus pandemic began and most businesses closed, community pharmacies had to remain open, consequently contractors suffered enormous strain on service delivery, and invested massively in staff and physical changes to the pharmacy to enable safe working and to provide a service. In addition the dispensing workload increased exponentially. Consequently the Dept of Health had to put in a cash injection in the form of a £370M loan to community pharmacies to enable them to avoid bankruptcy.
You will have likely heard about the PSNC deal with HM Government regarding Pharmacies and their Covid Costs. There were 2 main elements to the announcement. There was an agreed deal to allow pharmacies to put a claim in for covid costs and there was the need for pharmacies to pay pack the £370 million advance payment made last year. Whilst we are disappointed that the advance was not written off as has been seen in other areas of the NHS, especially given the sector maintained almost a full service through out, we welcome the fact that pharmacies can claim their expenses back. The current plan is for the advance to be paid back over 6 months starting in October. We would strongly encourage pharmacy contractors to read the guidance thoroughly and ensure they make a claim for any expenses they are entitled to claim. This is vital to help mitigate the problems that the claw back may cause. For full details and guidance please click here to visit the PSNC website. We understand contractor frustration at the potential administrative burden however we understand some of the pharmacy organisations (e.g. NPA) will also be looking to help contractors to ensure they make claims correctly and efficiently. PLEASE NOTE THE CLAIM PERIOD IS BETWEEN 5TH JULY & 15TH AUGUST. The LPC has learnt that quite a few contractors in our area have not yet claimed the GP CPCS Engagement and Set Up fee. Please be aware the deadline for claiming is approaching soon.

Deadline approaching for claiming GP CPCS engagement and set up payment Contractors are reminded that in order to claim the £300 engagement and set up payment for the GP Community Pharmacist Consultation Service (GP CPCS), the activities listed in Annex F of the CPCS service specification must be completed by next Wednesday, 30th June 2021. Payment can be claimed until 11.59 on 5th July 2021 using the Manage Your Service (MYS) platform, and contractors should retain documented evidence of completion of these activities for Post Payment Verification purposes. Find out more about the GP CPCS service requirements Following discussions with Newcastle Gateshead CCG regarding pharmacies involvement in the covid vaccination service in Gateshead, the CCG have indicated that they will now be considering pharmacy sites in Gateshead which is great news for Pharmacies in the area..
The original Expression of Interest was run by NHS England in February however there is now a new window open for pharmacies to express an interest. This window is now open will be running until Sunday 18th April 2021. We understand that many pharmacies in other CCG areas across the region have now been stood up to provide vaccinations from their pharmacies and believe that now Gateshead CCG will be considering pharmacies we would advise contractors to consider the opportunity and fill in the expression of interest. Links to the online form and the process can be found below for your convenience. It is important to note that as Gateshead currently has not listed any priority locations so contractors only need to fill in section 1 to express an interest. Section 2 will only be needed if you are approached by NHSE for more details. We would also say that you should not make any capital investments to set up at this moment and only do so if you get approached and have confirmation that your application will be progressed. We would also like to point out that expressing an interest does not mean you will be chosen but equally it does not mean you need to commit at this stage either. We would advise our contractors in Gateshead to think about this opportunity and put an expression of interest in so they can be considered when the CCG looks at its geography and looks to increase vaccination capacity. The process for accepting the new specifications and terms will differ for independent pharmacies and large multiples. For independents – you will need to logon to PharmOutcomes where you will see a module called ‘Public Health Contract Variation Proposal" (From the Council)’. Pharmacies will need to follow the instructions within that module. You will be asked to download a letter explaining the variation, follow a link to access the specifications and terms and accept the variation by completing the module and submitting. For large multiples (Boots, Lloyds, Well Bestway, Rowlands, Tesco, Asda) – the Council will contact your regional or head office contacts directly by way of email. The email address used will the one supplied previously to the Council for contracting purposes. The email will ask them to download a letter explaining the variation, a link to access the specifications and terms and to accept the variation by signing the letter and returning it by email. Please look out for these and ensure you complete the process to ensure your contract with the council is extended and there is no break in service. PPE Claims The PPE claim tab on NHSBSA’s MYS portal is now up and running as of the 13th of Jan 2021 for contractors to claim for purchase of aprons, gloves Type IIR masks and hand sanitiser throughout the pandemic. There are two claims that you can make; one for the period between 27th Feb 2020 to 31st Oct 2020, and the other from the 1st of November 2020 to the 31st of December 2020 (if you have purchased PPE not using the DHSC PPE portal.) There is a standard claim you may make, banded depending on the number of items dispensed by a contractor, or if you have incurred costs greater than this you can make an exceptional claim but must have the evidence for this. For more information visit PSNC https://psnc.org.uk/our-news/c-19-ppe-reimbursement-how-contractors-can-make-a-claim/ Please note there is a central claims process option also available for multiple pharmacies (with six or more pharmacies) so please check with your head office if you are claiming this way. PQS PQS deadline is fast approaching, no doubt you and your teams have all been busy working your way through this. The declaration to be made between the 1st of Feb and the 26th of Feb 2021. Do not forget even if you claimed for the aspiration payment back in September/October, ensure you still make this claim through MYS. Update: on 22nd December 2020, it was announced that the PQS Part 2 declaration will still take place as planned between 09:00 on 1st February 2021 and 23:59 on 26th February 2021, however, contractors will have until 30th June 2021 to complete any elements of the scheme they have declared as having met. Following their declaration, contractors will still receive any PQS payment due as part of the overall payment made by the NHSBSA to contractors on 1st April 2021. Pandemic Delivery Service With Lockdown 3.0 the Pandemic Delivery Service is back up and running as of the 5th of January 2021, do not forget to send your monthly claims via MYS before the 5th of the following month. If you have not claimed for when the service was running between lockdown 2.0 (5th November to 3rd December) then a gentle reminder to please do so.
